To what extent is the mural painting "La Historia de México" by Diego Rivera a piece of political propaganda?

well from what I can see it can represent indefenous the people in his meeting with Zapata during the first month in Mexico City, Madero insisted that countries which had been stolen from the Indians could not be forcibly returned to the Indians, who Zapata and his men were waiting for legal procedures, it would land that hacendados had taken by force and illegal funds given back by legal means, he called for restoration of land stolen from the Indians, and he spoke in support of trade unions
